Safety: The Core of Our Operations

Since 2005, we've operated high-performance jets and turboprops—including F-5, F-16, EMB-312, SF-260, and MU-2B—in some of the most demanding tactical scenarios.

Tactical Air Support executes an organization-wide comprehensive Safety Management System (SMS) Program for both ground and flight operations. Our Safety Program focuses on risk management, hazard identification & mitigation/elimination, and a proactive approach to incident/mishap prevention. The Tactical Air SMS is comprised of four pillars: Safety Policy, Safety Risk Management, Safety Assurance, and Safety Promotion. In conjunction with our individual Safety SOPs, these four pillars focus on our policies, processes, and people, to provide a positive and proactive safety culture and the overall safety performance across our operations, especially when it comes to aviation. Specifically, the Tactical Air Safety Program addresses specific aviation safety programs and is implemented in concert with our Tactical Air Flight Operations Procedures. Additionally, the Tactical Air SMS and Safety SOPs encapsulates all aspects of Ground Safety and augments our Ground Operating Procedures. This includes all aspects of OSHA and state-mandated industrial safety programs along with our internal Safety Workplace Program, which assists Tactical Air leadership, management teams, and employees in making effective and informed safety decisions. The synergistic result of our SMS, SOPs, and integration with Flight Operations, Ground Operations, and Quality is foundation our Safety Culture.

Throughout our proud aviation history beginning in 2005, Tactical Air has operated high-performance jet and turboprop aircraft (F-5, EMB-312 and SF-260) in demanding tactical environments and the MU-2B in logistical flying. These operations have included air-to-air Adversary/OPFOR, Flight Test, Tactical Demonstrations and Evaluations, overwater operations, and live and dry Commercial Close Air Support (CCAS). Tactical Air Support is now exclusively focused on our F-5 Fleet to serve our US Military in the adversary air role. We continue to fly, manage, and integrate with US Military and FAA safety programs resulting in a successful safety program at Tactical Air Support. We are proud of our Safety Culture which is engrained in every aspect of our daily operations. Safety is byproduct of our professionalism and is highlighted as one of Tactical Air Support’s Core Values.

Tactical Air aircraft are currently registered and airworthy under 14 CFR regulations. No major alterations have been incorporated in Tactical Air aircraft. All minor alterations, such as avionics upgrades were done to applicable FAA 14 CFR standards with appropriate FAA documentation incorporated into aircraft logbooks, which are ready for inspection. Should additional modifications be necessary, Tactical Air will use the appropriate airworthiness process and obtain approval from the airworthiness authority governing customer aircraft operations.  The Tactical Air F-5s have been approved to fly for the USN/USMC through interim flight clearance (IFC) and for the USAF through military flight release (MFR) processes.

All Tactical Air aircraft are maintained under the Original Equipment Manufacturer (OEM) or established military maintenance plan, and we have military Technical Orders, maintenance manuals, OEM equipment manuals, expanded parts lists, and wiring and schematic diagrams covering all installed equipment in the aircraft. We track all applicable Service Bulletins (SB), Time Compliance Technical Orders (TCTO), and U.S. FAA Airworthiness Directives (AD), and our aircraft only fly in full compliance. We continuously monitor aircraft flight hours or cycles against the fatigue life limit defined for the aircraft type by the military publications or the OEM and track the usage of all parts for which TBO limits have been defined by the military publications or OEM. We overhaul and rework, to military or OEM standards, every part with a TBO on or before the part’s TBO limit. Our programs and processes are based on DCMA 8210.1 compliance.

Flight and Ground Safety

The Tactical Air Support Safety Management System is comprised of two parts: Flight Safety & Ground Safety. Safety programs and facets include but are not limited to: hazard identification and elimination or mitigation, Flight Safety Council Safety Meetings, Safety Audits, Bird/Animal Avoidance and Strike Hazard, Mid-Air Collision Avoidance, Safety Publications, Damage Reporting, Mishap Notifications, Handling of “Privileged” Data, and Mishap Response Plans & Emergency Action Plans, and Safety & Flight Crew Information Read Files.

A key element in the SMS is Operational Risk Management -the practice of analyzing activity for potential risks and taking proactive steps to reduce risks to acceptable levels. The flight operations manual, Flight/Ground Operating Procedures, and work-place safety programs have been developed and are continually revised using technical data, regulatory data, service guidance and ORM to identify and minimize risks.  Additionally, Flight and Ground Safety Officials are assigned to each operating location to ensure compliance of our programs and to continue to promote the safety culture that is integral to our operations.

Quality

Our entire quality operation is based on the AS 9100 industry doctrine. Tactical Air Support strives for customer satisfaction by routinely exceeding customer expectations with a commitment to provide quality aircraft modifications, on time parts acquisition and delivery, and exceptional advanced flight training and air services. This is accomplished through innovation, superior performance, and by the continuing improvement of our quality management system (QMS) as well as our ability to meet or exceed all applicable customer requirements.  Our QMS is formal, top-down, company-wide approach to managing risk and assuring the effectiveness of risk controls. It includes systematic procedures, practices, and policies dedicated to safety risk management and is based on the Plan, Do, Check, Act cycle. The foundation of our business model is represented through the following three pillars of Customer Focus, Process Approach, and Risk-based thinking.

Training

Tactical Air Support was founded on principles of high-quality training.  Since inception, Tactical Air has focused on enhancing military readiness by providing the highest quality training possible to our DoD customers through Advanced Capabilities and Expert Solutions (ACES), Adversary Air (AdAir) Services, Aircraft Integration and Modification (AIM), and the Tactical Air Logistics Network (TALON).

The company continues to prioritize education as an investment in employees. Starting in the onboarding process on day-1, employees are reminded of the importance of purpose and growth to a fulfilling personal and professional life.  The company offers a Tuition Assistance program to help employees pursue continuing education goals.  Also, internally facilitated courses are offered to foster leadership development, emotional intelligence, and more.

Our employees are a part of something greater than themselves. With every wrench turned, sortie launched, logistical transaction made, and tactics course taught the U.S. military gets stronger. Every hour employees spend on contracts, programs, and administrative tasks helps to keep our country safe as we serve those who serve.

Tactical Air Support looks for ways to creatively implement high-quality training that adds value. Training is embraced as an opportunity to improve skills, refocus energy, prevent injuries, increase efficiency, reduce costs, and lower perceived risk. Equally important, we are dedicated to help promote personal and professional development opportunities for all employees.

“The best moments in our lives are not the passive, receptive, relaxing times . . . The best moments usually occur if a person’s body or mind is stretched to its limits in a voluntary effort to accomplish something difficult and worthwhile.” (Csikszentmihalyi, 1990)

Through training, Tactical Air Support takes pride in being a High Performing Organization which is self-defined as “getting better every day.”

Product Management and Development

Product Management (PDM) plays a key role in defining what quality means for a particular product. PDM ensures that the product meets the desired specifications and user needs. We’ve implemented PDM into our Advanced Systems on the F-5AT as a strategic role focused on the entire lifecycle of a product to include its vision, strategy, roadmap, and coordinating those efforts across cross-functional teams.
